Microphones. Hey. Microphones work. Are we on Zooms? Yep.
We're ready to go? Yep. Alright. Okay.
Join. We have to join the meeting. Right?
I don't know why this isn't on the screen. Just bear with me. A second. Here we go.
I think we're good. Yeah.
Alright. Good afternoon. We will call this regular meeting of the city plan commission to order. Today is Tuesday, September 15. It is 04:51PM.
We'll go around and do a roll call. Noel Sanchez, Dave Caldwell.
Shayan Manjergar, DPD staff.
Megan DeSanto, legal counsel.
Bob Azar, DPD staff. And I'm
Michael Gadsdaco, chair. We're gonna go into the approval of the minutes of the 08/18/2026 meeting. You all should have received the minutes prior to this and had a chance to review, hopefully. There are no revisions, modifications, or additions. We would look for a motion to approve as drafted, or you can state the edits at this time.
I'll second. Alright. We have a motion. We have a second. All in favor of approving the minutes as drafted, say aye.
Aye. Any opposed? Any extensions? The minutes pass. And we will roll right into the first agenda item.
The first agenda item is a request for extension. It's case number 23Dash053MIL885WestminsterStreet.
Shall I introduce this person?
Sure. Commissioner, this is a request for an extension to a project at 885 Westminster Street. Some of you all may remember this from last year. It was a mixed use building with commercial on the Ground Floor, apartments above as well as internal parking. And they received preliminary approval, and the applicant's looking for an extension of that approval.
I can say that during this time, the applicant has been in touch with us with versions of the plan that we are reviewing, but I understand there's still some additional items that the applicant needs before they can be completely ready for final approval. So, Vincent, let you take it away.
Thanks for that. Is the mic on? No. It is.
Yes. So we're here requesting an extension for $88.05 investments for three.
it. Alright. You're getting better now?
A little bit. Is it? Is the volume not on file?
Yeah. You're good. Yes. I'll talk right into it, I guess. Okay.
there are some items required for final plan approval. In addition, the approval has some conditions imposed. So some of those were to, yeah, say, permits, for approval. The applicant has received a permit from DEM. They're in the process of getting approval from NBC.
They've been a little fluctuating in terms of how long they take to, review their applications. We've given a hopeful timeline of fifteen to thirty days with NBC. Other conditions are were to get approval from the city of Forrester on planting of city trees that has been granted. And I think really what's to be left is to get the administrative modification through the thousand condition of the removal and to merge the two lots. This is my understanding.
the two remaining things. Those should be submitted within the next week, and then I think that would allow us to be hopefully within that, thirty day time frame that NEC gave for their review period. So our goal is to have everything ready so that way, you know, we can get doubles on the ground during the build season. I'm very hopeful that this can have all approval done within the calendar year, but we're just being cautious and asking for, we officially ask for a year extension, which, you know, like I said, just being cautious. Don't
think we'll need it, but that's what we're asking for.
Commissioners, this is the, the reliable jewelry building right on Westminster. Any questions of the applicant?
This is the project they're adding the second floor over the
They're add they're keeping the building and adding the residential. Yes. Mhmm. So you're still moving forward with the project. You just need more time to tighten everything up.
And there's been no substantial changes from when we saw it last?
No. What it's it would just be the preliminary plan approval and whatever conditions you would ask for Okay. Regarding, you know, ornamentation on
the walls and things like that. Okay.
K. It's a it's a public input common period on the project power.
Well, they'd be a period of this long past. Like, in
