Providence City Council Meeting |May 21st, 2026
Call to Order and Roll Call
Acting Council President Pichardo called the meeting to order and requested the roll call. The clerk confirmed that 12 members were present and three were absent, establishing a quorum.
Invocation
Councilor Justin Royas delivered the evening's invocation to the council and community. The prayer focused on guiding the chamber to protect working families and address rising rents in the city.
Pledge of Allegiance
Councilwoman Joanne Ryan led the council and attendees in the Pledge of Allegiance. The chamber recited the pledge before moving on to the legislative agenda.
Item 3: Election to the Providence External Review Authority
The council considered the election of a member to the Providence External Review Authority. Rebecca Bucci was nominated and subsequently elected following a roll call vote.
Item 4: Approval of Minutes
A motion was made to waive the reading of Item 4 and approve the minutes of the previous meeting. The motion was approved unanimously on a roll call vote.
Items 5 and 6: Communications and Reports
The council voted to waive the reading of Items 5 and 6. The motion carried, and both items were officially received by the council.
Items 7 through 11: Legislative Matters
A motion was made to waive the reading of Items 7 through 11 and pass them for the second time. The motion was approved following a roll call vote.
Item 12: Urban Redevelopment and CDBG Funding

Item 39 and Community Recognitions
After passing Item 39, the council recognized Darius Henderson for his outstanding service in the city clerk's office. The council also welcomed visitor Max Lora and celebrated local student Maria Sical for winning a national welding sculpture competition.

Majority Leader Espinal made a motion to adjourn the meeting, which was seconded and approved. Acting Council President Pichardo wished everyone a happy Memorial Day before adjourning the session.
