Call to Order and Roll Call

Approval of Minutes

Director's Report

The planning director provided an update on the progress of the design standards committee. It was noted that draft design regulations are expected to be presented to the commission in the coming months.

Case 23-065MI (125 Toby Street) Extension Request

The applicant requested an extension for the preliminary plan of a proposed affordable housing development. After discussing the project's history and the impact of updated zoning regulations, the commission voted to approve a one-year extension.

Case 23-066MI (64 America Street) Extension Request

The applicant requested an extension for a proposed residential development, citing delays in the tax stabilization agreement (TSA) process. The commission discussed the project's density and voted to approve a six-month extension.

Case 23-067MI (20 America Street) Extension Request

The commission considered an extension request for a vacant lot development project that had also faced TSA delays. A motion to grant a six-month extension was approved by a majority vote.

City Council Referral 3602 (Cannabis Regulation)

The commission reviewed proposed amendments to the city's cannabis zoning regulations to align them with new state licensing rules. Following a brief discussion and public comment period, the commission voted to issue a positive recommendation to the City Council.

Case 22-033MA (116 Waterman Street) Major Change

Case 23-055MI (150 Pittman Street) Major Change

The applicant proposed a major change to reduce the project's density from 16 units to eight while increasing parking spaces. Due to concerns regarding the building's design and the resulting 'missing tooth' appearance, the item was continued to the September meeting to allow for a redesign.
