Audio Setup and Pre-Meeting Preparation

Audio check and testing were conducted prior to the start of the council meeting. The council waited for members and attendees to assemble before officially convening.

Call to Order and Roll Call

Council President Miller called the Providence City Council meeting to order. The clerk conducted the roll call and established a quorum with ten members present.

Invocation

12:30 - 13:13

Councilman Oscar Vargas delivered the evening invocation. He prayed for safety, wisdom, and good decision-making for the council and the city.

Pledge of Allegiance and Welcome

13:13 - 13:38

Councilman James Taylor led the chamber in the Pledge of Allegiance. Council President Miller subsequently welcomed visiting guests into the council chamber.

Item 3: Approval of Minutes

13:38 - 13:56

The council moved to waive the reading of Item 3 and approve the item. The motion passed unanimously on a voice vote.

Items 4 through 11: Appointments and Communications

13:56 - 15:47

The council waived reading for Items 4 through 11, with Councilman Sanchez speaking in support of Dennis Gonzalez's appointment to the Juvenile Hearing Board. The items were received or referred to the Committee on Finance as directed.

Items 12 through 15: Second Passage Ordinances

The council moved to waive the reading and pass Items 12 through 15 for the second time. The motion was approved unanimously via a roll call vote.

Items 16 through 34: Committee Referrals

The council voted to waive the reading of Items 16 through 34 for referral. Item 16 was referred to the Special Committee on HOPE, and Items 17 through 34 were referred to the Committee on Finance.

Item 35: Resolution Honoring Downtown Improvement District

Item 38: First Passage Ordinance

The council moved to waive the reading and pass Item 38 for the first time. The measure passed unanimously upon a roll call vote.

Item 39: Ratification of Union Agreement with Local 1033

Chairwoman Anthony detailed the terms of the vetted three-year collective bargaining agreement with Local 1033. The council voted unanimously on a roll call vote to approve and ratify the agreement.

Item 40: Voice Vote Approval

The council moved to waive the reading of Item 40 and pass the measure. The motion was approved without opposition on a voice vote.

Items 41 and 42: Referral to Board of Contract and Supply

The council considered Items 41 and 42 to waive reading and pass the measures. Both items were approved and referred back to the Board of Contract and Supply.

Item 43: Approval and Receipt

A motion was made to waive the reading of Item 43 and receive and approve the matter. The motion carried unanimously on a voice vote.

Items 44 through 47: First Passage Approvals

The council moved to waive the reading of Items 44 through 47 and pass them for the first time. The measures were approved on a roll call vote.

Item 48: Claims Committee Report

The council considered Item 48 originating from the Committee on Claims and Pending Suits. The item was passed following a roll call vote.

Items 49 and 50: Passage by Voice Vote

The council moved to waive the reading of Items 49 and 50 and pass them. The items were approved unanimously on a voice vote.

Items 51 through 53: Claims and Communications

30:51 - 31:17

The council waived reading for Items 51 through 53, referring Item 51 to Claims and Pending Suits and noting Items 52 and 53 as received. The motion carried without objection.

Item 54: Voice Vote Measure

A motion was made to waive the reading of Item 54 and approve the measure. The council passed the item unanimously on a voice vote.

Item 55: Memorial Resolution and Tributes

The council passed Item 55 on a unanimous rising vote. President Pro Tempore Pichardo then offered personal expressions honoring his recently deceased father-in-law and mother-in-law.

Council Schedule Modification

33:15 - 33:47

The Majority Leader moved to suspend council rules to reschedule the next meeting from July 8, 2025, to July 7, 2025. The motion was seconded and approved.

Adjournment

33:47 - 34:19

The council moved to adjourn the meeting in memory of community members and family who have passed. The motion carried unanimously, concluding the meeting.
