Approval of Minutes

Director's Report

The director provided an update on phase two zoning changes in response to the comprehensive plan, specifically focusing on design standards. It was noted that Charlotte Wilfreds was invited to represent the commission in a group evaluating these standards.

Referral 3594: Amendment of Section 1904

The commission discussed a proposed amendment to the zoning ordinance regarding dimensional adjustments for building height and stories to remove ambiguity following a court decision. After opening the floor to public comment with no speakers, the commission voted to recommend approval of the amendment to the City Council.

Referral 3596: Rezoning of 83 Ethan Street

The applicant requested a rezone of 83 Ethan Street from R-3 to C-2 to allow an existing legacy bar to legally operate and expand with a kitchen. Following staff recommendation and a public comment period with no speakers, the commission voted to recommend approval of the rezoning.

Providence College Institutional Master Plan

Providence College presented its updated five-year Institutional Master Plan, highlighting completed and proposed projects including a new parking structure, residence hall, and physical plant. Following concerns raised by Councilwoman Peterson and the public regarding traffic and student housing, the commission voted to continue the item to allow the college to provide more detailed traffic and housing data.

Minor Land Development: 1107 Westminster Street

The applicant requested preliminary plan approval for a mixed-use building featuring ground-floor commercial space and 17 residential units, along with a height adjustment and design waiver. The commission approved the dimensional adjustment, design waiver, and preliminary plan subject to specific conditions including stormwater and forestry approvals.
