Providence City Council Meeting | April 17th, 2025

Council President Miller called the Providence City Council meeting to order. The city clerk conducted the roll call and confirmed a quorum with all fifteen members present.

Councilwoman Shelly Peterson delivered the opening invocation to the council chamber. She shared scriptures emphasizing kindness, civility, and collaborative spirit.

Council President Pro Tempore Juan Pichardo led the chamber in reciting the Pledge of Allegiance. All attendees and council members stood and participated.

The council moved to waive the reading of Item 3 and approve the measure. The motion was seconded and approved unanimously by a voice vote.

The city clerk read a resolution naming baseball fields at Mount Pleasant Little League after Dr. Arnold Hahn, Tom Izzo, and Leo Tracy Jr. Following remarks from Councilwoman Ryan and community recognition, the resolution passed unanimously.

Council members Peterson and Taylor recognized local youth recreation basketball teams in attendance, including the 2025 city champions from the West End Rec Center. The council celebrated the coaches, players, and families present in the chamber.

The council reviewed Items 5 through 10 for second passage, discussing an amendment to Item 7 regarding snow parking ban allowances on city-owned parcels. The friendly amendment was adopted and all items were approved on a roll call vote.

A motion was made to waive the reading of Item 11. The council approved the motion and referred the item to the Committee on Ordinances.

The council moved to waive the reading of Items 12 through 16 and approve their referral. The motion passed and the items were referred to the Committee on Finance.

The clerk read a resolution expressing condolences and solidarity with the Dominican Republic following the Jet Set nightclub roof collapse tragedy. Several council members offered heartfelt remarks before the council approved the items.

The council voted to waive the reading of Items 19 through 21 and approve them on a voice vote. The items were referred back to the Board of Contract and Supply.

Council President Miller called for a brief recess in the meeting proceedings. The council paused formal business before reconvening.

The majority leader made a motion to waive the reading of Item 22 and accept it as received and approved. The motion was seconded and approved unanimously.

A motion was introduced to waive the reading of Item 23 and enter it into the record as received. The motion carried without objection.

The council considered Items 24 through 41, with specific discussion on an assault weapons ban resolution and street abandonments near Brown University. The block of items was approved following council discussion.

The council voted to waive readings and approve the referrals of Items 42 through 53, highlighting the Safe Streets report on Vision Zero under Item 53. Items were referred to the Committee on Ordinances, Committee on Pending Suits, and noted as received.

Councilor Royas rose on a point of personal expression to honor graduate intern Doug McCormack for his research on community violence intervention. The council acknowledged McCormack's dedication and service with a round of applause.

The council considered Item 54 under a motion to waive the reading and pass the measure by voice vote. The motion was seconded and passed without dissent.

The majority leader moved to adjourn the meeting in memory of community members and victims of recent tragedies. The council approved the adjournment motion and concluded the session.
