Providence City Council Meeting | March 20, 2025

Council President Miller called the meeting to order and wished everyone a happy vernal equinox. The city clerk conducted the roll call, confirming 14 members present and the presence of a quorum.

Councilwoman Althea Graves delivered the invocation for the evening. She offered prayers for guidance, the well-being of the city, and the protection of vulnerable families and children.

Deputy Majority Leader Mary Kay Harris led the council and attendees in reciting the Pledge of Allegiance. Following the pledge, the council prepared to take up formal business.

A motion was made to waive the reading of Item 3 and approve the matter. The council approved the motion unanimously by voice vote.

The council voted to waive the reading of Items 4 through 6. Item 4 was referred to the Committee on Finance, while Items 5 and 6 were noted as received.

A motion was made to waive the reading of Items 7 through 11 and pass them for the second time. The motion carried unanimously on a roll call vote of 14-0.

The council approved a motion waiving the reading of Items 12 through 14. Item 12 was referred to the Special Committee on Hope, and Items 13 and 14 were referred to the Committee on Ordinances.

A motion was introduced to waive the reading of Items 15 through 18 and refer them to committee. The motion passed unanimously, and all four items were sent to the Committee on Finance.

Chairwoman Anthony spoke in support of Items 19 through 25 regarding health, dental, vision, life insurance, and prescription bids for city employees. The council passed the items on a voice vote and referred them back to the Board of Contract and Supply.

A motion was made to waive the reading of Item 26 and refer it to the appropriate committee. The council approved the motion, referring the item to the Committee on State Legislative Affairs.

Council members discussed resolutions supporting state legislation on rodenticide restrictions and unionization efforts at Paul Cuffee Charter School. The council voted to pass Items 27 through 30 on a voice vote.

The council approved a motion waiving the reading of Items 31 through 33. Items 31 and 32 were referred to the Committee on State Legislative Affairs, and Item 33 was referred to the Special Committee on Hope.

The council heard presentations recognizing MS Awareness Month, honoring USA Today Woman of the Year Lisa Gillette, and debating immigration enforcement and human rights under Item 38. Items 34 through 37 passed unanimously, and Item 38 passed with 12 votes in favor and two abstentions.

A motion was made to waive the reading of Item 39 and lay the item on the table. The council voted in favor without opposition.

Councilwoman Vargas introduced a resolution addressing traffic congestion and parking challenges on a local roadway block. The council passed Item 40 on a voice vote.

The council engaged in extensive debate regarding an amended resolution asking the General Assembly for a one-year exemption to exceed the 4% property tax levy cap up to 8%. The resolution was passed on a roll call vote of 14-0 to give the city budget flexibility.

A motion was made to waive the reading of Items 42 and 43 and pass them on a voice vote. The motion was seconded and approved unanimously by the council.

The council debated a proposed ordinance prohibiting monetary fines and penalties for individuals sleeping or camping on public property. The ordinance passed on first reading via roll call vote with 10 ayes, 2 nays, and 2 abstentions.

The council voted to waive the reading of Items 45 through 47. Item 45 was referred to the Committee on Claims and Pending Suits, while Items 46 and 47 were noted as received.

Council members used points of personal expression to commend House of Hope staff, thank city clerks, and offer tributes and musical remembrance for late community leader Daryl Lee. Additional condolences were shared by colleagues in honoring his community impact.

A motion was introduced to waive the reading of Item 48 and pass the item on a voice vote. The council voted unanimously in favor of the motion.

A motion was made to waive the reading of Item 49 and approve it with a unanimous rising vote. The council approved the item accordingly.

Majority Leader Espinal moved to adjourn the meeting in memory of Polivio Papito Mora and community leader Daryl Lee, detailing Lee's significant civic contributions. The council unanimously approved the motion and adjourned the meeting.
