Call to Order, Roll Call, and Meeting Opening

The Board of Contract and Supply was called to order and the clerk conducted the roll call of members. A quorum was established with ten members present and two absent.

Election of Chairperson

A motion was entertained and seconded to elect the presiding official as the chairperson for the meeting. The motion carried unanimously without opposition.

Section B: Opening of Bids

24:26 - 39:41

The board opened and read aloud submitted bids for various city department projects including appraisal services, tree maintenance, youth programming, and consulting RFQs. Following the announcements, the board voted to refer all opened bids to the City Clerk's office.

Section C: Advertisements and Approvals as Amended

The board approved a motion to amend Section C by removing the Public Properties advertisement for Camp Charmin. The remaining items in Section C were then formally approved as amended.

Section A: Review and Discussion of Items

Members discussed several items in Section A, raising questions regarding MBE certification standards, winter road salt stockpiles, and sustainability grant matching funds. Clarifications were also provided on emergency repairs, sole-source training contracts, and medical exam RFP re-bidding.

Approval of Section A Items 1 through 31

A motion was brought to approve items 1 through 31 in Section A by roll call vote. The motion passed with nine affirmative votes, one negative vote, and two members absent.

Section D: Approval of Minutes

The board reviewed the meeting minutes from the previous Board of Contract and Supply meeting held on February 10, 2025. The minutes were approved with three recorded abstentions.

A motion was made and seconded to adjourn the Board of Contract and Supply meeting. The motion passed unanimously and the meeting concluded.
