Providence City Council Meeting | February 20th, 2025

Council President Miller called the meeting to order, and the clerk conducted the roll call. A quorum was established with 14 members present and one absent.

Majority Leader Pedro Espinal offered the evening's invocation to the council and assembled guests. He read the Serenity Prayer and reflected on recent challenges affecting youth.

Senior Deputy Majority Leader John Goncalves led the council and attendees in reciting the Pledge of Allegiance. The council then prepared to proceed to standard agenda business.

Council President Pro Tempore Pichardo welcomed the championship-winning Central High School volleyball team in attendance. He informed the chamber that formal recognition would take place after council business.

The council moved to waive the reading of Item 3 and approve it. The motion passed without opposition.

A motion was made to waive the reading of Item 4 and refer it to committee. The motion carried, and Item 4 was referred to the Committee on Finance.

A motion was made to waive the reading of Item 5 and pass it for the second time via a roll call vote. The matter was approved unanimously with 14 affirmative votes.

The council voted to waive the reading of Items 6 through 8. The items were subsequently referred to the Committee on Finance.

The council voted on Items 9 through 11, including a resolution regarding sales tax on paid parking facilities discussed by Councilor Goncalves. The package of items was approved on a voice vote.

Councilor Goncalves spoke in support of Item 12 regarding ending state intervention in Providence Public Schools. The council waived the reading and referred the item to the Committee on HOPE.

The council considered a resolution to the General Assembly advocating for increased school contributions and independent audits. The motion to waive the reading and pass the item carried on a voice vote.

A council member raised concerns regarding recent non-renewal notices issued to nonbinary teachers in the Providence Public School District. The member called for council awareness, inclusivity, and solidarity on the issue.

The council considered resolutions including an honorary street renaming for former councilman Donald 'Danny' Lopes, Sr. and an easement for the Kazarian School. The items were passed and referred to their respective committees.

The council approved a slate of resolutions on a voice vote, including a sister city twinning agreement with Athlone, Ireland and the induction of Major David A. LaPayton into the Criminal Justice Hall of Fame. Council members also spoke on resolutions supporting veteran tax relief and opposing federal sanctuary city legislation.

A motion was made to waive the reading of Item 22 and approve the matter. The motion passed on a voice vote without opposition.

The council voted to waive the reading of Item 23 and approve the item. The matter was passed and referred back to the Board of Contract and Supply.

The council considered resolutions honoring community figures through honorary street designations and endorsing recommendations from the Special Senate Commission on education. After remarks from multiple councilors, the items passed on a voice vote.

The council approved waiving the reading of Items 29 through 37. Item 29 was referred to Ordinances, Item 30 to Claims and Pending Suits, and Items 31 through 37 were received and noted.

Council President Miller acknowledged guests from Jewish Voice for Peace, followed by council members addressing constituent concerns over property revaluation notices. Councilors emphasized transparency, public finance hearings, the assessment appeal process, and future tax rate considerations.

The council considered a motion to waive the reading of Item 38. The motion passed on a voice vote without opposition.

Council President Pro Tempore Pichardo requested that the council honor the memory of his late mother-in-law, Isabel Batista, a longtime Ward 8 resident. The council passed Item 39 with a unanimous rising vote.

The council voted to suspend Rule 16b to introduce a matter not appearing on the docket. Item 40 was taken up, waived of reading, and referred to the Committee on Finance.

Council President Pro Tempore Pichardo recognized the championship Central High School girls volleyball team, coaching staff, and players. Individual players, coaches, and staff members were called by name and honored for their historical title win.

A motion to adjourn the meeting was made, seconded, and carried by voice vote. The Council President thanked everyone and invited members to congratulate the championship team.
