Call to Order, Roll Call, and Approval of Minutes

The meeting of the Providence City Planning Commission was called to order, followed by a roll call of the commissioners. The minutes from the September 17, 2024 meeting were then approved via a voice vote.

Director's Report

Bob Azar provided a brief update on the comprehensive plan process, noting that public hearings with the city council are ongoing. He expressed hope that the committee would act on the plan soon and send it to the full council.

Request for Extension - Case 23-050 UDR (45 Parade Street)

The applicant requested a one-year extension for a previously approved project at 45 Parade Street due to construction feasibility delays. The commission unanimously approved the extension request via a voice vote.

City Council Referral 3588 - Abandonment of a Portion of Ernst Street

The Narragansett Bay Commission requested the abandonment of a portion of Ernst Street to consolidate their campus. The commission voted to recommend approval to the City Council with conditions regarding administrative subdivision and utility easements.

Case 24-050MA - 400 Elmwood Avenue

The applicant proposed a five-story mixed-use building with 24 residential units, a restaurant, and initially a vehicle repair shop. After hearing public opposition to the auto repair shop, the applicant withdrew that request, and the commission approved the remaining preliminary plan and dimensional adjustments.

The City Planning Commission took a brief recess to allow for a break before continuing with the remaining agenda items. The meeting was called back to order to proceed with the next case.

Case 24-040MI - 33 Murray Street

The applicant requested a minor subdivision with Unified Development Review to split a 7,000 square foot lot into two substandard lots. The commission voted to deny the dimensional variance and the preliminary plan because the proposal did not meet current zoning standards or demonstrate hardship.

Case 24-041MI - 27 East River Street

The applicant proposed a 326-unit multifamily building on a waterfront site and requested dimensional adjustments for height and parking. The commission voted to grant the dimensional adjustments with conditions requiring additional community outreach and a traffic study, while continuing the preliminary plan review.
