Providence City Council Meeting | July 18th 2024

Call to Order, Roll Call, and Invocation

Council President Miller called the Providence City Council meeting to order and the clerk conducted the roll call. An opening prayer and invocation were then delivered for the council and constituents.

Pledge of Allegiance

Council President Miller led the council members and attendees in reciting the Pledge of Allegiance. The council then proceeded to the scheduled business items on the agenda.

Item 3: Election to Providence External Review Authority

Nominations were opened for an appointment to the Providence External Review Authority. Council President Pro Tempore Pichardo nominated Norma Gonzalez, and the council approved casting a single ballot for her election.

Item 4: Receipt of Item 4

09:15 - 09:38

A motion was made and seconded to waive the reading of agenda item 4. The motion passed unanimously, and the item was officially noted as received.

Items 5 through 8: Second Passage on Roll Call Vote

The council considered items 5 through 8 for second passage with a waiver of reading. The motion carried on a roll call vote with 13 affirmative votes and 2 members absent.

Item 9: Approval on Voice Vote

A motion was introduced to waive the reading of item 9 and approve it on a voice vote. The council voted in favor with no objections or abstentions.

Items 10 through 21: Referral to Board of Contract and Supply

Item 22: Denial Without Prejudice

Items 23 and 24: Committee Referrals

The council approved waiving the reading for items 23 and 24. Item 23 was referred to the Committee on Ordinances, while item 24 was referred to the Committee on Claims and Pending Suits.

Personal Expression: Recognition of Michael Shepherd

Council President Pro Tempore Pichardo delivered a personal expression recognizing Michael Shepherd, director of the Sackett Recreational Center in Ward 9, on his retirement after eleven years of service. A council citation was announced in honor of his dedication to community youth programs.

Item 25: Approval on Voice Vote

A motion was made to waive the reading of agenda item 25 and pass it by voice vote. The council approved the motion unanimously without discussion.

Motion to Suspend Council Rule 2A

16:08 - 16:40

The council considered a motion to suspend Rule 2A to cancel the regular meeting scheduled for September 5, 2024. The motion passed, resuming regular council meetings on September 19, 2024.

Moment of Expression and Adjournment

16:40 - 17:47

Council members held a brief moment of expression before a motion to adjourn was made and seconded. The council voted in favor and adjourned the meeting ahead of a subsequent special meeting.
