Call to Order and Roll Call

Item 3: Zone Change Petition for 176 Gano Street and 38 Amy Street

After hearing public testimony regarding an underground train tunnel and neighborhood impact, the committee closed the public hearing and voted to continue the item to a later date.
Item 4: Zone Change Petition for 252 River Avenue
The committee considered a request to rezone 252 River Avenue from M-1 back to M-MU to permit the establishment of a boxing gym. Members of the public were assured that the rezoning would not permit a cannabis dispensary, and the committee voted to approve the change.
Item 5: Zone Change Petition for Pocasset Avenue and Lowell Avenue
A petition was heard to rezone contiguous lots on Pocasset Avenue and Lowell Avenue from R-3 to C-2 to conform existing commercial uses and allow expansion for Juliana's Restaurant. The committee closed the public hearing and approved the proposed zone change with the condition that the parcels be merged.
Item 1: Ordinance Amendment Regarding Cannabis Zoning
The committee examined proposed zoning amendments aligning city code with state cannabis licensing laws and establishing zoning districts for retail cannabis establishments. Following extensive public comment, an amendment regarding legal citations, and a brief recess, the public hearing was reopened and the item was continued to July 29, 2024.
Item 2: Ordinance Amendment Regarding Historic District Demolition Delay
The committee discussed a substitute ordinance adding provisions to Section 19-11 to regulate demolition reviews and delays within designated historic districts. After taking public comment from local advocates and discussing the process with the sponsor, the committee voted to approve the substitute ordinance as amended.
