Providence City Plan Commission, April 16, 2024 meeting

The City Plan Commission meeting was called to order, followed by a roll call of members and staff. The commission resolved technical issues with the Zoom display before proceeding with the agenda.

The commission reviewed the minutes from the March 19 meeting. A motion to approve the minutes was made, seconded, and passed unanimously.

Staff provided an update on the progress of the comprehensive plan, noting that several chapters would be ready for review at the next special meeting. The remaining chapters are expected to be completed in the following month.

The applicant requested a continuance for the Pomona Avenue case to the next scheduled meeting on April 23. The commission voted unanimously to approve the continuance request.

The commission reviewed the final plan for the Spaziano Middle School project, focusing on a traffic study and community outreach efforts. After discussing bus stacking, neighborhood parking, and noise control, the commission voted to delegate final plan approval to staff with specific conditions.

The applicant presented a proposal to demolish and reconstruct the Harry Kasirian School as a pre-K through eighth-grade facility. Following discussions on traffic flow, safety, and neighborhood feedback, the commission approved the master and preliminary plans with conditions and delegated final approval to staff.

The commission took a brief ten-minute recess to rest before continuing with the remaining agenda items. The meeting reconvened shortly after to address the next case.

The commission discussed a combined master and preliminary plan for a mixed-use development featuring affordable housing, a daycare, and an educational building. After addressing parking adjustments and neighborhood safety concerns, the commission approved the plans and delegated final approval to staff.

The commission evaluated a proposed zone change from R-3 to R-4 to allow the construction of two multifamily residential buildings. The commission voted to send a positive recommendation to the City Council, with a condition prohibiting short-term rentals.

The commission reviewed a petition from Brown University to abandon portions of Richmond and Elm Streets to facilitate the construction of an integrated life sciences building. After hearing public support for increased green space, the commission voted to recommend approval of the abandonment with conditions.

With all agenda items completed, the commission entertained a motion to adjourn the meeting. The motion was approved, and the meeting was officially adjourned.
