Roll Call and Approval of Minutes

Item 1: Major Land Development Project - 108-110 Waterman Street (Case No. 23-030MA)

After discussing concerns regarding the demolition of an existing historic building and the cumulative impact of a proposed rooftop deck, the commission voted to continue the matter to the September 19 meeting.

Item 2: Referral No. 3547 - Abandonment of a Portion of Bentley Lane

The commission reviewed a request to abandon an undeveloped portion of Bentley Lane between Collier and Concord Streets. The commission voted to make a positive recommendation to the public works committee, subject to conditions including an agreement among abutting landowners.

Item 3: Referral No. 3548 - Rezoning of 154, 160, 162 Colonial Road

The petitioner requested a rezoning of two lots on Colonial Road from R-1 to R-4 to build two-family dwellings. Following staff recommendations and discussions, the commission voted to recommend rezoning the lots to R-2 instead.

Item 4: Referral No. 3549 - Rezoning of 57, 61, 65, and 69 Anchor Street

The petitioner requested a rezoning from R-3 to R-4 for several vacant lots on Anchor Street to allow for a 12-unit multifamily development. After hearing public comment and discussing the suitability of the R-4 zone, the commission voted to make a positive recommendation to the city council.

Item 5: Referral No. 3550 - Rezoning of Lots on Case and Bassi Lane

The petitioner requested a rezoning of six lots on Case and Bassi Lane from R-1 to R-3, limited to one- and two-family dwellings. Despite acknowledging the housing crisis and existing multi-family homes in the area, the commission voted to recommend denial because the proposal did not conform to the comprehensive plan's future land use map.

Items 6 & 7: Referral No. 3541 and Case No. 23-023MI - 515 Prairie Ave and 134-138 Gallup Street

The commission jointly reviewed a rezoning request from R-3 to R-4 and a minor land development project to construct a 15-unit dwelling. The commission voted to recommend approval of the rezoning to the city council and approved the preliminary plan with conditions.
