Call to Order, Roll Call, and Approval of Minutes

The planning director provided a brief update on the comprehensive plan briefing with the mayor and ongoing neighborhood meetings. The commission discussed the importance of community feedback in shaping the upcoming comprehensive plan.

Agenda Item 1: Minor Subdivision (665 Plainfield Street)

The applicant proposed subdividing an eighteen thousand square foot lot into three smaller lots for future mixed-use development. Following a public hearing and staff recommendation, the commission voted to approve the preliminary plan.

Agenda Item 3: Minor Subdivision / Unified Development Review (797 Academy Ave)

The applicant requested a minor subdivision and dimensional relief to convert a two-family dwelling into a single-family home and build another single-family home. The commission approved the lot size variance and preliminary plan while denying the request for rear yard paving relief.

Agenda Item 4: Major Land Development Project (116 Waterman Street)

The commission continued its review of a proposed five-story apartment building with ground-floor commercial space. After hearing testimony regarding a new noise-monitoring system and revised floor plans, the commission approved the dimensional adjustment, design waiver, and preliminary plan with conditions.

Agenda Item 5: Major Land Development Project (50 Branch Avenue)

The applicant proposed constructing a five-story self-storage facility while preserving the front facade of the former board of elections building. The commission voted to grant the requested dimensional adjustments and design waiver, and approved the master plan with landscaping and transparency conditions.
