Call to Order and Roll Call

The City Plan Commission meeting was called to order at 4:47 PM. A roll call of commission members and attending staff was conducted.

Approval of Minutes

The commission reviewed the meeting minutes from the previous meeting on December 13, 2022. The minutes were approved following a motion and vote.

Election of Officers

The commission held the annual election of officers for the positions of Chair, Vice Chair, and Secretary. The existing slate of officers was nominated and approved unanimously.

Director's Report

Acting Planning Director Bob Azar presented the director's report covering department leadership changes and upcoming comprehensive plan initiatives. He also reported on recent zoning changes approved by City Council and legislative land use updates.

Case No. 22-033 MA: 116 Waterman Street (Public Hearing)

The commission held a public hearing on a preliminary plan application for a 5-story, 25-unit mixed-use building requesting dimensional adjustments and design waivers. Following public testimony and discussion regarding neighborhood compatibility and noise enforcement, the commission voted to continue the hearing to February 21, 2023.

Referral No. 3537: 106 Argyle Street (Zone Change)

The commission reviewed a proposed zone change from R-1 to R-2 for 106 Argyle Street to allow conversion into a two-family residence. The commission voted to make a positive recommendation to the City Council to approve the rezoning, followed by a brief recess.

Referral No. 3536: 2 Ring Street (Zone Change)

The commission reviewed a petition to rezone 2 Ring Street from R-3 to R-4 to allow for a multi-family residential development. The commission and applicant agreed to continue the matter until more detailed architectural and site plans are submitted.

Institutional Master Plan Renewal: Rhode Island School of Design (RISD)

RISD representatives presented a request to extend the university's existing Institutional Master Plan without changes for five years during a leadership transition. The commission voted unanimously to approve the renewal through May 2028.

Case No. 22-069 MA: 541 Hartford Avenue (Major Land Development)

The commission considered a combined master and preliminary plan application for a 4-story, 30-unit mixed-use commercial and residential development. After hearing neighborhood concerns, the commission voted to grant required waivers, a parking dimensional adjustment, and preliminary plan approval with conditions.
