Call to Order and Roll Call

The Providence City Plan Commission was called to order after establishing a quorum. The acting chair conducted roll call and introduced the present commissioners and city staff.

Approval of Minutes

The commission reviewed and voted individually to approve meeting minutes from three previous sessions: September 20, October 11, and October 18. Each set of minutes was approved with noted commissioner abstentions for missed meetings.

Director's Report

Staff presented the director's report to the commission. No significant updates or items were reported for the month.

Major Land Development Project: 159 Wayland Avenue (Case No. 22-057MA)

The applicant presented a combined master and preliminary plan application to construct a 12-unit residential condominium with commercial space and 24 parking spaces at 159 Wayland Avenue. Following public comment and staff recommendations, the commission voted to approve the waiver of state approvals, stage combination, and master/preliminary plan approval.

Major Land Development Project: 228 Broad Street (Case No. 22-041MA)

The commission reviewed an application for an 80-unit affordable housing development with ground-floor commercial clinic space at 228 Broad Street. Following supportive public testimony from the local councilwoman and neighborhood residents, the commission granted requested design waivers and approved the combined master and preliminary plan.

City Council Referral 3533: 115 Harris Avenue Rezoning

The applicant requested a recommendation to rezone 115 Harris Avenue from M-1 to MMU-90 to facilitate future mixed-use and residential development. The commission voted unanimously to send a positive recommendation to the Providence City Council.

Minor Land Development Project: 327 Elmwood Avenue (Case No. 22-058MI)

The applicant presented revised preliminary plans for a five-story, 32-unit affordable housing development at 327 Elmwood Avenue. The commission granted dimensional adjustments for height and setbacks, approved a design waiver, and approved the preliminary plan with a validity extension.

Institutional Master Plan: Johnson & Wales University 5-Year Update

A representative from Johnson & Wales University presented their five-year Institutional Master Plan update detailing future projects across the Downcity and Harborside campuses. The commission approved the plan with a condition requiring continued coordination with the city forester regarding tree canopy coverage.
