Providence City Plan Commission, October 18, 2022 special meeting

Call to Order and Roll Call

05:42 - 06:57

The meeting was called to order at 4:48 PM, followed by a roll call of commissioners and staff. The director's report was noted as having no updates for the evening.

City Council Referral No. 3528 (241 Reservoir Avenue)

06:57 - 13:02

The commission discussed a request to rezone 241 Reservoir Avenue from C-1 to C-2 to allow a liquor store. After reviewing the staff report and confirming school proximity rules, the commission voted to recommend approval.

City Council Referral No. 3529 (472, 480, and 483 Douglas Avenue)

13:02 - 25:52

The applicant requested a rezone from R-3 to C-2 to expand the Old Irish Social Club and legally establish commercial uses. The commission discussed the commercial nature of Douglas Avenue and voted to recommend approval to the City Council.

City Council Referral No. 3531 (154 and 164 Delaine Street) - Part 1

25:52 - 39:16

The YWCA requested a rezone from R-3 to MMU 75 for veteran housing renovations. Due to questions about whether MMU 75 or C-2 was more appropriate for group quarters, the item was temporarily recessed to allow the applicant to consult.

City Council Referral No. 3532 (722 and 730 Douglas Avenue)

39:16 - 54:08

The applicant proposed rezoning two lots from R-2 to C-1 for a mixed-use development. The commission recommended approval of the zone change on the condition that the applicant merge the lots to resolve nonconforming parking.

City Council Referral No. 3531 (154 and 164 Delaine Street) - Part 2

54:08 - 57:56

The applicant returned from recess and requested a rezone to C-2 instead of MMU 75 to better accommodate the group quarters use. The commission agreed with the amended recommendation and voted to recommend approval of the C-2 zone change.

City Council Referral No. 353147 (475 to 485 Broadway)

57:56 - 01:38:37

The Italo American Club requested a rezone from RP to C-3 to allow live amplified entertainment. Rather than approving the inappropriate zone change, the commission recommended that the City Council instead revise the citywide definition of incidental entertainment.

Adjournment

01:38:37 - 01:38:49

A motion to adjourn the meeting was made, seconded, and unanimously approved by the commission.
