Call to Order, Roll Call, Minutes Deferral, and Director's Report

The meeting was called to order, roll call was taken, and approval of the previous meeting minutes was deferred to the next meeting. The planning director also discussed scheduling a potential special meeting for the following week to handle pending zoning changes.

Item 1: Request for Extension - Case No. 22-008MI (153–165 Gano Street)

The commission reviewed a request by Coastline Management LLC for a one-year extension of the preliminary plan approval. The commission voted unanimously to approve the extension request.

Item 2: Development Plan Review - Case No. 2022-11 DPR (215 Lloyd Avenue, Moses Brown School)

Moses Brown School presented an amendment to their master plan for athletic facility enhancements, including a new scoreboard with future video capabilities and an upgraded sound system. Following public comments and commissioner questions, the commission voted to approve the master plan amendment with the condition that video scoreboard operations remain prohibited until the zoning ordinance is amended.

Item 5: City Council Referral No. 3517 (180 George M. Cohan Boulevard Rezoning)

The applicant presented a petition to rezone the former Tockwotton Home parcel to W-2 Waterfront to allow conversion into a 71-unit residential development using historic tax credits. The commission voted unanimously to recommend approval of the rezoning to the City Council.

Item 3: Major Land Development Project Final Plan Review - Case No. 19-051UDR (311 Knight Street)

The applicant presented revised architectural and facade details for the final plan review of the multi-story mixed-use development at 311 Knight Street. The commission voted to approve the final plan subject to standard staff conditions, required administrative filings, and delegation of final processing to staff.

Item 4: Major Land Development Project - Case No. 22-049MA (386 Atwells Avenue)

The applicant requested combined master and preliminary plan approval and a 5-foot height adjustment to construct a 4-story, 21-unit mixed-use building connected to the existing building at 8 Hewitt Street. Following public comment and extensive discussion regarding shared egress, property lines, and neighborhood impact, the commission approved the height adjustment and the master and preliminary plans with conditions.

The commission took a brief six-minute recess before resuming the public meeting. Commissioners reconvened at 7:20 PM to take up the final agenda item.

Item 6: Institutional Master Plan Renewal (Women & Infants Hospital)

Representatives from Women & Infants Hospital presented the five-year renewal of their institutional master plan, featuring an 18,000-square-foot second-floor addition to modernize the labor and delivery unit. Following discussion regarding campus pedestrian access, green space, and traffic management, the commission voted to approve the master plan subject to ongoing landscape coordination with the city forester.
