Call to Order and Roll Call

The meeting of the Providence City Plan Commission is called to order at 5:02 PM by Chair Michael Gadsdaco. A roll call is conducted to establish a quorum of commissioners and staff.

Approval of Minutes

The commission reviews and votes to approve the meeting minutes from April 12, April 19, and May 17. The motion to approve is made by Nicole, seconded by Noel, and passes unanimously.

Director's Report

Bob Azar provides an update on the comprehensive plan process and introduces upcoming technical and policy changes to the zoning ordinance. These policy changes address recreational cannabis retail sales, adjustments to the R-4 zone regulations, and the elimination of the contiguous undersized lot merger provision.

Continuance of Agenda Items 1 and 6

The commission announces that Agenda Item 1 regarding Admiral and Gloucester Streets will not be heard due to faulty notice and must be renoticed. Additionally, the commission votes to continue Agenda Item 6 regarding 440 and 460 Rochambeau Street at the request of Councilwoman Anthony.

City Council Referral 3520 - 46-35 Hope Street

The commission reviews a request to rezone 46-35 Hope Street from R-2 to RP to allow a chiropractic practice to continue operating without requiring owner occupancy. Following a brief discussion and staff recommendation, the commission votes to issue a positive recommendation to the City Council.

City Council Referral 3521 - Downtown Parking Structures

The commission discusses a proposed zoning amendment that would allow land from an emergency-demolished parking structure to be used as a surface parking lot. After debating the amendment's conflict with the comprehensive plan, the commission votes to issue a negative recommendation to the City Council, with a caveat to narrow the language to 'principal use' if approved.

Minor Subdivision - 5 Bell Street

The commission conducts a public hearing under unified development review to subdivide a lot containing a place of worship and a residence into two lots. After hearing expert testimony and reviewing the staff report, the commission votes to approve both the dimensional variance for rear yard impervious coverage and the minor subdivision.

Major Land Development - 35 Marino Street

The commission reviews the preliminary plan for a new pre-K to 5 school at 35 Marino Street, replacing the Spaziano Annex. After discussing traffic circulation, stormwater management, and hearing public comment regarding neighborhood congestion, the commission votes to approve the state permit waiver and the preliminary plan.
