The Providence City Plan Commission was called to order on December 14, 2021. Staff and commission members in attendance conducted roll call.

Approval of Meeting Minutes

The commission reviewed the draft minutes from the previous meeting held on November 16, 2021. A motion to approve the minutes was made and unanimously passed.

2022 Annual Meeting Calendar

The commissioners reviewed the proposed meeting dates and schedule for the upcoming 2022 calendar year. A motion was made and approved to adopt the proposed meeting calendar.

Director's Report

The commission addressed the director's report section of the agenda. Staff noted that the report would be dispensed with for the month.

Agenda Item 1: 35 Hemlock Street (Case No. 21-40 UDR)

The applicant sought unified development review for a minor subdivision and special use permit to create parking for Paul Cuffee School. Following presentations, staff findings, and no public opposition, the commission voted to approve the special use permit and minor subdivision.

Agenda Item 2: 659-663 Admiral Street & 22 Gloucester Street (Case No. 21-035 MA)

The applicant presented a revised master plan for a 46-unit mixed-use development requesting a dimensional height adjustment. After hearing extensive public comment regarding neighborhood impact and student housing concerns, the commission voted to grant the height adjustment and approve the master plan with conditions before taking a short recess.

Agenda Item 3: 288 Kinsley Avenue & 153 Harris Street (Case No. 21-009 UDR)

The commission considered final plan approval for Phase 1 of a mixed-use project comprising a gas station, convenience store, and drive-through. Following presentations from the project team regarding stormwater management and traffic improvements, the commission voted to approve the final plan.

Agenda Item 4: 870 Westminster Street (Case No. 2021-11 DPR)

The commission reviewed a development plan review application requesting a design waiver for ground-floor residential use within 20 feet of the street in a historic bank building. Following staff recommendations and public testimony, the commission voted to approve the design waiver.
